Abstract

This concluding chapter returns to the book's central question of not whether restorative justice works, but how integration happens across different contexts, and what the varied experiences documented across the preceding chapters can tell us about building whole systems. It revisits the practical and conceptual cross-cutting themes identified in the introduction and then develops the institutionalising-formalising-shaping framework, illustrating how each mode operates in practice and why integrated restorative systems require the productive interaction of all three. It argues that restorative programmes achieve their potential only when all three modes are present in sufficient depth. The chapter closes by drawing lessons for policymakers, practitioners, and researchers, arguing that whole-country systems of restorative justice emerge not through single policies or initiatives but through the accumulated work of diverse people, services, and projects contributing to durability, depth, and responsiveness across societies.
