Abstract
This keynote explores the role of restorative approaches within youth justice systems, drawing on comparative examples from across Europe to highlight effective practices and emerging innovations. It examines how restorative justice has been embedded at different stages of the criminal justice process, including in European legislation, such as the EU Victims' Rights Directive, the Venice Declaration, and national strategies in countries like Belgium, Finland, and the UK, The discussion includes both formal and informal applications of restorative processes, such as youth forums, mediation schemes, and community-based responses to harm. The presentation also foregrounds the benefits of these approaches for both harmed and harming individuals, supported by growing evidence of reductions in reoffending, improved victim wellbeing, and stronger community reintegration outcomes. Drawing on empirical work and evaluation studies, including the speaker’s own research, the presentation identifies key features of effective restorative model as: multi-agency collaboration, integration into youth offending teams, and specialised interventions for serious offences such as harmful sexual behaviour. It concludes by advocating for the continued expansion and evaluation of restorative practices as both a humane and evidence-based response to youth crime.
