Abstract

This paper investigates the complexities and challenges in coordinating effective responses to support children affected by domestic abuse across police, education, and social services in England. Part of the five-year Children and Families Affected by Domestic Abuse (CAFADA) project, which examined criminal justice responses to domestic abuse, this study draws on data from interviews and focus groups with practitioners. I explore two key innovations—Operation Encompass and its locally adapted variant, Operation Encompass Plus—as contexts to examine factors that enable and hinder effective multi-agency collaboration. My findings reveal how top-down versus bottom-up approaches shape the uptake, longevity, and sustainability of these initiatives. Additionally, I argue that current systems frequently exclude children and women from active roles in service design and implementation, highlighting the need for more user-focused policy development within this intricate, multi-agency environment.
