Abstract

The World Health Organisation alcohol strategy (2012-20) and the UK Government’s Alcohol Strategy (2012) aim to develop and implement effective, socially responsible, self-regulating initiatives for reducing the impact of alcohol misuse. This study aims to identify the impact of current features of off-licensing practice on problems relating to alcohol misuse in Cheltenham, to identify the features of responsible off-licensing schemes introduced elsewhere and to make recommendations for the introduction of a new responsible off-licensing scheme. Cheltenham’s Lower High Street was selected as a case study. A small survey using open-ended questions was carried out in the area with willing participants; in addition, observations were made of small off-licence premises. Themes and concerns arising include the availability of high strength alcohol, under-age drinking, homelessness, abuse of other substances and anti-social behaviour. No clear link is established between these concerns and the presence of off-licences. Public health models/ multiple-component, socially responsible models were examined for their efficacy at reducing or preventing alcohol misuse and their capacity to deal with the broader problems in Cheltenham’s Lower High Street. In particular, the author reviewed schemes known as ‘Reduce the Strength’ and the ‘Community Action-Community Alcohol Partnership’; evaluation documents and minutes of relevant Council meetings were analysed, and practitioners interviewed. There is a lack of robust rigorous independent evidence on the schemes, but findings suggest they could usefully be adopted to address the types of problem found in Cheltenham, although they cannot operate in isolation.
