Abstract

Across Europe, restorative justice is increasingly used in custodial and probation settings, yet implementation remains uneven and often disconnected from wider institutional structures. This panel brings together partners from a five-country collaborative project exploring how restorative practices can inform system-level change. Contributors include the Irish Probation Service, the Estonian Social Insurance Board, the All-Party Parliamentary Group for RJ and the Restorative Justice Council, United Kingdom; Åbo Akademi, Finland, and Avans University of Applied Sciences and Restorative Justice, Netherlands. The panel will share insights from the project, reflecting on six shared challenges identified in embedding restorative justice, such as inconsistent access, fragmented commissioning, inequitable provision, variable political awareness, and limited evaluation. This interactive session invites participants to reflect on these findings and consider how restorative practice can be strengthened within their own systems. It will interest practitioners, policymakers and researchers seeking sustainable restorative approaches in custodial and community settings.
